AGREEMENT

            Tom Greco, Commission Administrative Officer, presented a proposed agreement for Inspection and Materials Testing Services with Geotek Engineering Services for the Juvenile Justice Center project. The quality assurance testing to be completed as part of the agreement include: earthwork excavation observation and testing; concrete testing, masonry testing, and rear observations; and structural steel and precast weld/bolt observations. Testing will be performed in accordance with industry standards.  The proposal cost range is $82,750 to $94,500 and any costs above the estimate will require approval from the County. MOTION by Kippley, seconded by Bleyenberg, to Authorize the Chair to Sign a Professional Services Agreement between Minnehaha County and Geotek Engineering Services, Inc. to Provide Inspection and Materials Testing Services for the Juvenile Justice Center Project at an estimated cost of $94,500. PRESENTATION

            Tom Greco, Commission Administrative Officer, presented the annual presentation for the Commission Office. The Commission Office directly supports the Minnehaha County Board of Commissioners in the administration of County government. The primary responsibilities of the office are to: implement policies, programs, and procedures established by the Commission; to work closely with other Departments to ensure successful County operations; and to provide advice and guidance on matters requiring Commission approval. The presentation highlighted the annual snapshot of the office in the areas of support to the Commission; implementing policies, programs, and procedures, collaboration with other departments, agencies, & organizations; and advise on matters for Commission consideration. Finally, the presentation highlighted the 2025 outlook for campus master planning, Juvenile Justice Center Construction, and budgeting for change.

            Present: President Shannon Nordstrom, Vice President Andy Hulscher, Board Member Tana Clark, Board Member Wyatt Compton, Board Member Jodi Gloe & Superintendent Guy Johnson. Others present: Garrick Moritz.

            At 6:00 p.m., the Board convened in the Library at the Garretson School District for a special board meeting. All votes are unanimous, unless specifically noted in the minutes. 

            President Nordstrom led the Pledge of Allegiance and welcomed guests and visitors.

            There were no comments made during the Open Forum portion of the meeting.

            President Nordstrom called for any additions, changes, or corrections to the Board agenda. Superintendent Johnson requested one change. He asked that item #6 (consider quote for visitor’s side bleachers at the athletic complex) be removed from the agenda.

            Action 24-094: Motion by Gloe, second by Hulscher, to approve the agenda as presented with the requested change. Motion carried.

            Action 24-095: Motion by Gloe, second by Hulscher, to approve Daktronics quote #789630-1-3 for a modular scoreboard at the athletic complex that has the capability of adding a video board in the future and a video board in the new gym, and to allow Mr. Johnson and Mr. Schrank the latitude to choose options valued at $6,500, using funds already allocated in the Capital Outlay Fund. Motion carried.

            Action 24-096: Motion by Gloe, second by Compton, to go into executive session, pursuant to SDCL 1-25-2, subsection 4: Staff Negotiations. Motion carried. The Board entered executive session at 6:45 p.m.
