City of Garretson: RESOLUTION #2023-14

A RESOLUTION AUTHORIZING A VARIANCE

            WHEREAS Chapter 4.10 of the Municipal Zoning Regulations of the City of Garretson authorizes a variance for property in the Residential District; and

            WHEREAS LLJ Properties LLC owns the property described as Lots 14,15 & Lot 16 Block 1 Royces 3RD Addn to City Of Garretson, South Dakota, parcel #23190 (604 Essex St) and has applied for a variance on said property.  The variance will allow for the elimination of side setbacks on the east side of 604 Essex and west side of adjoining future lot 606 Essex.

            NOW THEREFORE, be it resolved by the City Council of the City of Garretson, that a variance is hereby granted for the above-described property under the following conditions:

            1.         The property described as Lots 14,15 & Lot 16 Block 1 Royces 3RD Addn to City Of Garretson, South Dakota, parcel #23190 (604 Essex St) and has applied for a variance on said property.  The variance will allow for the elimination of side setbacks on the east side of 604 Essex and west side of adjoining future lot 606 Essex.

            2.         Any other ordinances or sections of the Municipal Code of the City of Garretson that may apply, will be complied with

            3.         This variance will apply to any subsequent owner as it relates to said construction permitted by this resolution.

FACT OF ADOPTION

    An ordinance amending Ordinance MC30-02, the Revised Joint Zoning Ordinance for Minnehaha County and the City of Sioux Falls.

            The Minnehaha County Board of Commissioners and Sioux Falls City Council jointly adopted Ordinance 30-45-23 on June 27, 2023. This ordinance amended Ordinance MC30-02, the Revised Joint Zoning Ordinance for Minnehaha County and the City of Sioux Falls by rezoning property legally described as the S½ SE¼ (Ex. Laurel Ridge Addition & H-1) of Section 23 T102N-R49W & the N½ NE¼ (Ex. A Triangle Section Beginning in the SW Corner Extending 680’ N & 680’ E) of Section 26 T102N-R49W & the SE¼ NE¼ of Section 26 T102N-R49W & the SW¼ NW¼ of Section 25 T102N-R49W, Minnehaha County, SD. and amending the official zoning map referred to in Article 2.03(A) to include the property within the Mapleton Golf Planned Development District, and by adding regulations for the Mapleton Golf Planned Development District as Section 14.0612.

            The entire ordinance is on file in the office of the County Auditor and available for inspection during regular business hours.

Obituary: Tanya Vollan, 73

Tanya Vollan

Tanya Vollan, age 73, of rural Garretson, passed away peacefully on Tuesday, July 4, 2023, at her home. Funeral services will begin at 11:00 AM Thursday, July 13, 2023, at East Nidaros Lutheran Church, rural Baltic. Interment will be in the church cemetery. Visitation will be from 4:30-7:00 PM Wednesday at the church. In lieu of flowers, memorials may be directed to the East Nidaros Church or St. Jude Children’s Research Hospital.

Tanya was born on June 30, 1950, in Sioux Falls to Delvin and Deloris (Daggert) Hartenhoff. She grew up in the Sioux Falls and Renner area. She attended Renberg School and graduated from Baltic High School in 1968. On June 15, 1968, she married her high school sweetheart, Jimmie Vollan, at Renner Lutheran Church. Tanya later earned an associate degree from Sioux Falls College and worked for the post office and First National Bank. In 1978, Jimmie started operating Midway Station and in 1988, Jimmie and Tanya purchased Wold Oil Company which became Vollan Oil Company.  Starting as a part-time accountant, she eventually became a critical part of the day-to-day operations of the business.

Tanya found many interests throughout her life which included: sewing, water skiing, reading books, hiking, camping, gardening, spending time with her family and friends, and studying her Bible. She was an avid marathon runner (and especially loved the celebratory ice cream post-race) and could be seen running on the county and township roads around her home. She enjoyed woodworking and refinished much of the floors and furniture in her old country farmhouse. Tanya was always willing to teach others about her faith and was a longtime Sunday school teacher at East Nidaros.

Survivors include her husband, Jimmie, Garretson; children: Melanie (Travis) Vlasman, Yankton and their children, Connor and Tia, and Bruce (Pamela) Vollan, Baltic, and their children, Kennedy, Maiya, and Grady; siblings: Susie (J.O.) Olson, Brandon, Barb (Roger) Leeds, Sioux Falls, Patty (Dan) Frantz, Baltic, and Mike Schmitz, Renner; sister-in-law, Joni Hartenhoff; and many other relatives and friends. She was preceded in death by her parents and a brother Richard Hartenhoff.

Double Lane Closures Planned on Interstate 229 at Rice Street Bridge in Sioux Falls


SIOUX FALLS, S.D. –On Wednesday July 12, 2023, the two northbound left lanes will be closed on Interstate 229 in Sioux Falls at the Rice Street Bridge for concrete repair. The far right lane will remain open to traffic during the repair.

The two lane closures are scheduled from 9 a.m. through 3 p.m. Motorists should considering using an alternate route during the planned lane closures to avoid traffic congestion.

In the case of inclement weather on Wednesday, the closure will be completed on Thursday, July 13, 2023.

Finding “Joy” during dark times

            To take a whimsical journey, all one must do at times is stop and notice what's around- the smell in the air, the wind in the grass, or the color of the sky. Lonnette Kelley, author of "Joy in the Heartland," opted to take a whimsical journey in early 2020, just as the pandemic was taking hold in the U.S. The subsequent book, which is for sale at the Visitors Center in the old bathhouse at Split Rock Park, takes a whimsical journey through southeast South Dakota, including Garretson and Sherman, bouncing from community to community and finding the unusual or notable.

            Kelley, like many others her age, were finding that COVID-19 was striking the most vulnerable and placing so many into an impossible decision- to isolate in order to stay healthy, or to suffer the loneliness that came with isolation, which also struck the vulnerable down.

            Her 55-year career as a nurse suddenly brought to a halt, she found the change to be difficult.

            "I'd always been on the front lines," she said. "Watching, and knowing my friends in the nursing home and how they were struggling, it was a very difficult time."

            She began to alleviate that loneliness by reaching out to others, creating small "thinking of you" cards on her computer and sending them via mail.

            The cards became a journey of their own. Adorned with a drawing of a small animal and a verse from scripture, she sent one card every other day for fourteen days to each recipient, covering COVID isolation protocols at the time. They began with a hug, and ended with victory, to let the recipient know they had made it through the extreme isolation period. At the end of the first year, she had sent 4,000 cards.

            "My story started with these," she said as she showed the cards. "I was really struggling, I had a lot of loss prior to COVID. I had lost my mother, I had lost my husband, I had lost my son... and I was hearing of all this other stuff going on and it was hard."

            Despite this purpose, Kelley said she needed to be refreshed. On another whim, she and a friend climbed into his truck one day, and started taking random trips in different directions. Over the course of six months, these trips eventually coalesced into ten different trails throughout Southeast South Dakota.

            The trips not only gave the two 70-year-olds something to do, but a photo contest that Kelley heard of gave her a purpose. She was on the hunt for the perfect photograph to shoot.

            In the end, she took 1600 photos on her little point-and-shoot camera in 51 South Dakota towns, covering a 50-mile radius around Sioux Falls.

            When asked if the book was the goal, Kelley said no.

            "The whole thing was not planned," Kelley said. "It just kind of came step-by-step, and it wasn't until I finished my trip that I said, 'You know, I think there's a story here.' I felt so compelled to do it. It just started unraveling and coming to fruition."

Facade falls, forcing occupants out of homes

On Sunday, June 25 it was discovered that a portion of the south-facing facade at 629 N Main had fallen off the building, causing damage to the roof at Rainbow Delight and forcing the occupants out of their homes.

According to reports, residents were allowed back into the upper apartments by Friday to collect their personal items, but the building has been officially closed to all entry.

The building "will remain barricaded pending inspection," said Garretson building inspector JR Hofer. Until that time, cars are not allowed to park on the street or enter the alley adjoining.

Once a full inspection is completed, it will be decided if the building needs to be officially condemned.

Happy 4th of July! Due to weather, the fireworks display originally scheduled for Monday was postponed to July 7 at dusk at the Jaycees Complex. A huge thanks to the Henry G Fix #23 American Legion and the City of Garretson for bringing this wonderful display to town. Also: a building on Main saw its facade fall, driving occupants from the apartments in the building; a whimsical journey through southeast South Dakota included Sherman and Garretson; the Split Rock Farmers Market has been a success so far; and 10U and 12U softball had great seasons this summer, plus more!

Garretson 12U are Softball Champions with a 15-1 record this season!

            The Garretson 12U softball team took home the championship on Saturday June 24th. They battled a tuff Luverne team for the second time in the tournament and won 3-1. They had an exceptional season with a 15-1 record! Great job team!!

Garretson 10U Softball was the definition of summer fun times

            The Garretson 10u softball team took 3rd place in their end of season league tournament which took place in Garretson. The girls had a great season and placed 2nd in the standings after regular season play. Every single girl improved this year and had a lot of fun while doing it; I'm sure their dugout cheers could be heard throughout the community on home game nights.
