Regular Meeting Garretson School District #49-4 6:00 p.m. May 12, 2025
Present: Board President Natasha Mendoza, Board Vice President Tana Clark, Board Member Wyatt Compton, Board Member Shannon Nordstrom, Board Member Justin VanDeBerg, Superintendent Guy Johnson & Business Manager Jacob Schweitzer. Others present: Elementary Principal Katie Hoekman, MS/HS Principal Chris McGregor, Nathan deWit, Jacki Liester, Garrick Moritz & Sherri Schoenfish.
At 6:00 p.m., the Board convened in the Library for its regular meeting of the Garretson School Board. All votes are unanimous, unless specifically noted in the minutes.
President Mendoza led the Pledge of Allegiance and welcomed guests and visitors.
President Mendoza called for any additions or corrections to the Board agenda. President Mendoza & Superintendent Johnson each requested one addition. President Mendoza asked that a report be added to the report section on a climate and culture survey. Superintendent Johnson requested that an agenda item updating the fiscal year 2026 food service RFP (request for proposal) timeline be added to the end of New Business.
Action 25-101: Motion by Nordstrom, second by VanDeBerg, to approve the agenda as presented with the proposed additions. Motion carried.

A discussion was held on cell phone/device free schools. The Board directed administration to research the issue and see what policies other South Dakota schools have implemented.
Action 25-103: Motion by Clark, second by Nordstrom, to approve the fiscal year 2024 Audit Report. Motion carried.
Superintendent Johnson & Business Manager Schweitzer presented the fiscal year 2026 preliminary budget.
Action 25-104: Motion by Nordstrom, second by Compton, to set the fiscal year 2026 budget hearing for Monday, July 14th, 2025 at 6:30 p.m. Motion carried.
Action 25-105: Motion by Nordstrom, second by Clark, to vote for the following South Dakota High School Activities Association Board positions: Billy Clanton from Harding County for Small Group Board of Education Representative, Ryan Rollinger from Harrisburg High School for East River At-Large Representative, Steve Moore from Sioux Falls Roosevelt for Division I Representative, and Chad Allison from Lennox for Division III Representative. Motion carried.
Action 25-106: Motion by Nordstrom, second by Clark, to vote yes on all South Dakota High School Activities Association 2025 Constitutional Amendments, which include Amendment I, Amendment II, Amendment III, Amendment IV, and Amendment V. Motion carried.

The First Readings of the following were presented to the Board as a part of the policy adoption process: Policy JFCA: Student Dress Code and Policy JFCJ: Dangerous Items in the School.
The Second Readings of iPad Handbook, Elementary Handbook, and Middle School/High School (Secondary) Handbook were presented to the Board.
Action 25-107: Motion by Nordstrom, second by VanDeBerg, to adopt iPad Handbook, Elementary Handbook, and Middle School/High School (Secondary) Handbook. Motion carried.
Action 25-108: Motion by Nordstrom, second by Clark, to approve the updated timeline for the fiscal year 2026 food service RFP (request for proposal). Motion carried.
Administration provided the Board with five administrative reports:
a. Survey Report - President Mendoza and the rest of the Board discussed ideas for the administration of a climate & culture survey.
b. Superintendent’s Report - Superintendent Johnson provided the Board with a staff update, including the hiring of Faith Werkmeister (4th Grade/Junior High Girls’ Basketball & Volleyball Coach), Anna Nelson (Title I), and Tim Hughes (Head Football Coach). He added that custodian Mike Jensen would be retiring at the end of May. Next, Superintendent Johnson made the Board aware of the end of the year celebration plans with the staff, consisting of staff awards, a meal and golf out at the golf course on May 21.
c. Prairie Lakes Educational Cooperative Report - No report.
d. Elementary Principal/Curriculum Director’s Report - Principal Hoekman made the Board aware of several events, including MAP/NWEA Testing, Teacher Appreciation Week, Kindergarten celebration, Preschool graduations, and K-2 & 3-5 field days.
e. Middle School/High School Principal’s Report - Principal McGregor congratulated Alysha Kientopf for being selected as the SDAAE Outstanding Agricultural Educator for the 2024-2025 school year. He also congratulated Cortney Rogich for being selected to attend the Governor’s Academic Excellence Banquet on April 29. Next, Principal McGregor made the Board aware of the graduation schedule, concluding with the ceremony on May 17 at 1:00 p.m. Lastly, he informed the Board of the semester test schedule, and that student registration was mostly complete for next school year.
Action 25-109: Motion by Clark, second by Compton, to go into executive session, pursuant to SDCL 1-25-2, subsection 2: A Student Matter. Motion carried. The Board entered executive session at 7:07 p.m.
President Mendoza declared the Board out of executive session at 7:45 p.m.

NOTICE TO BIDDERS
For the 2025-2026 school year, the Garretson School District is seeking to enter into a contract for the operation of a food service program between our District, the School Food Authority (SFA) and a Food Service Management Company (FSMC) to manage school food service operations for the purpose of providing nutritious meals to carry out the provisions of the United States Department of Agriculture (USDA) Child Nutrition Programs.
Effective dates of the contract are from July 1, 2025 to June 30, 2026, but no sooner than the date the contract is signed by both parties, and may be renewed annually for up to four additional extensions from the initial year, upon written agreement by both parties on or prior to the expiration date of the current contract. Contract does not exceed one year.
FSMC’s should contact Jacob Schweitzer, Business Manager, with their intent to submit a proposal by writing to Garretson School District #49-4, PO Box C, Garretson, SD 57030 or by e-mail at . Written questions regarding the Request for Proposal (RFP) or requests for additional information must be submitted to Jacob Schweitzer, Business Manager, no later than May 30, 2025. Responses shall be retained and shall be provided to all other prospective bidders.
Interested FSMC bidders may meet to review the specifications, to clarify any questions, to tour the facilities, and to examine current food service equipment and program operation, with school officials on Tuesday, May 27th at 2:00 p.m. central time at the Garretson School District, 505 2nd Street, Garretson, SD 57030. Attendance is mandatory.
