Committee Reports

•          Natural Gas Reports -   Swanson presented gas prices at $1.33 per ccf. No discussion. Council member Rotert motioned to approve Natural Gas prices as presented, Godbey2nd. 5 ayes, 0 nays, 1 absent.  Motion passed.

•          Finance – Dreckman presented balances for city finances. Will have a recap of 2023 revenue and expenses for February meeting. Reached out to ELO to complete annual report for 2023 and they are ready to have documents sent over. No discussion.

•          Streets/Maintenance – Doane gave a snow removal update. Everything is moving along ok so far.

•          Minnehaha County Sheriff – Sgt. Munkvold present for questions.

•          Parks – Collier advised of park board meeting January 21st at Sports Cabin at 8:00 am. Collier requested permission to move forward to find tree trimming services for 2024 after council member Godbey requested company to leave the parks while trimming trees in 2023. Godbey would like notice before tree trimmers arrive and communication on which trees to be trimmed. Collier agreed they would communicate.

Ordinances & Resolutions 

•          Ordinance NO. 694 Camping in Split Rock Park – Beaner presented resolution and Godbey motioned to approve resolution as written, Franka 2nd. Council discussion ensued. Main concern is ground maintenance after tent is removed and if going from 5 to 4 day maximum would make a difference. Roll call vote taking place as Hoskins nay, Brown nay, Roter, nay, Godbey aye, Bonte absent, Franka aye. Resulting in ordinance being denied.

ORDINANCE NO. 694

            AN ORDINANCE OF THE CITY OF GARRETSON, SD, AMENDING THE MUNICIPAL ORDINANCES OF THE CITY OF GARRETSON, SD, BY AMENDING TITLE 9, GENERAL REGULATIONS, CHAPTER 93.01 CAMPING IN SPLITROCK PARK SECTION D.

            BE IT ORDAINED by the Governing Body of the City of Garretson that Section 9-93.01 Camping in Splitrock Park Section D of the Municipal Ordinances of Garretson, SD, is hereby amended to read as follows:

            93.01 CAMPING IN SPLITROCK PARK

            (D) Tent campers are allowed to camp at Splitrock Park for a maximum of four consecutive days. Once the maximum time limit is met, the camper must vacate Splitrock Park for a minimum of 24 hours. Tent campers may return after a 24-hour time limit, but only to a different campsite.

            BE IT FURTHER ORDAINED that this ordinance is necessary for the immediate preservation of the public health, safety, and general welfare, and for the immediate support of the municipal government and its existing public institutions and it shall take effect upon passage.

            Present: Board President Shannon Nordstrom, Board Vice President Andy Hulscher, Board Member Tana Clark, Board Member Wyatt Compton, Superintendent Guy Johnson, & Business Manager Jacob Schweitzer.             At 5:58 p.m., the Board convened in the Library for its regular meeting of the Garretson School Board. All votes are unanimous, unless specifically noted in the minutes. 

            President Nordstrom led the Pledge of Allegiance and welcomed guests and visitors.

            President Nordstrom called for any additions or corrections to the Board agenda. There were no additions or corrections presented.

            There were no First Readings.

            The Second Readings of Policy KK: Visitors to Schools and Policy KMC: Annual Notification to Parents were presented to the Board.

            Action 24-068: Motion by Compton, second by Hulscher, to adopt Policy KK: Visitors to Schools and Policy KMC: Annual Notification to Parents. Motion carried.

            Administration provided the Board with four administrative reports:

a.         Superintendent’s Report - Superintendent Johnson gave a preview of the South Dakota Legislature, and subjects they would be discussing. This includes a potential 4% increase in state aid, a voucher program, and a school safety bill. He added that a staff in-service would take place on January 15th, highlighted by Author Joy Kelly coming to speak, and a staff soup/chili cook-off. Lastly, Superintendent Johnson informed the Board that the new boiler was mostly installed.

b.         Business Manager’s Report - Business Manager Schweitzer gave the Board a snapshot of the 2024 school board election calendar.

c.         Prairie Lakes Educational Cooperative Report - Board Member Hulscher informed the Board that roll was taken, and bills were approved to be paid at the most recent Prairie Lakes meeting.

d.         Middle School/High School Principal Report - Principal McGregor told the Board he has been doing a lot of work involving dual credit and infinite campus. He added that the One-Act Play is scheduled for January 21st, and the 7th & 8th Grade Science Fair will take place February 5th.

            Action 24-069: Motion by Hulscher, second by Clark, to go into executive session, pursuant to SDCL 1-25-2, subsection 1: A Personnel Matter. Motion carried. The Board entered executive session at 6:27 p.m.

            President Nordstrom declared the Board out of executive session at 6:44 p.m.
