            American Legion Henry G. Fix Post 23 is proud to have sponsored the Garretson Independence Day Fireworks for the last 60 plus years.  We are deeply saddened that the City of Garretson has chosen to dissolve our partnership, and we no longer will be involved with the fireworks program.

            First, the Post would like to offer a sincere THANK YOU to the Garretson Community for supporting us over the last 60 years of our fireworks presentations.  We cherish our relationship with the people of Garretson and will continue our many programs that support the community.  We are honored by the overwhelming support we receive and cannot say THANK YOU enough.  Post 23 is exploring and planning other ways to celebrate the 4th of July in the future.

            Holding the fireworks on the 4th of July is very important to the American Legion.  With a few exceptions, Post 23 has conducted the fireworks on July 4th as many towns nationwide and in South Dakota do. It is a fitting event to celebrate the birth of our Nation.  Following our request at the July City Council meeting to hold the fireworks on July 4th in the future, the City chose to dissolve our partnership.

            Recent comments at the August City Council meeting are inaccurate and are not supported by the agreement we had with the City dated November 9th 2021.  None of the issues raised at the meeting were raised to the American Legion prior to the August City Council meeting.  None of these issues were cited in the letter dated 12 July 2023 terminating our partnership with the City.

            Again, thank you to the community for all the years of support.  The Post and membership will continue to support the Garretson Community as we always have.

Kansas Newspaper Story Illustrates Challenges Striking A Balance At Community Newspapers

            One of my favorite newspaper mottos is “the only newspaper in the world that cares about (insert community name).” Over the years, I have seen various newspapers print it on their front-page nameplate. In many respects, the motto captures what a good newspaper is all about – publishing news and information about the community that informs and engages its citizens.

            Sometimes that job is far from easy. Especially for newspapers intent on taking their journalistic responsibilities seriously.

            Last week, you may have seen the news that spread like a prairie fire about the weekly newspaper in Marion, Kansas, that was the subject of search warrant by local police. The police seized the newspaper’s computers, cell phones and documents. They also took computers from the editor’s home. All stemming from a convoluted small-town drama involving a businesswoman who doesn’t like the newspaper. Plus, police accusations that a newspaper reporter broke the law.

            By week’s end, police had rescinded the search warrant and returned seized equipment to the newspaper. It appeared the story was winding down, but not before nationwide outrage came from those who advocate for the First Amendment and a free press – including myself -- about how this incident represented an attack on journalism and a threat to democracy itself.

            Now, we are learning more about the story.

            On Saturday, The Washington Post reported that the local police chief sought the search warrant because he believed a Marion County Record reporter may have broken the law by impersonating someone else to obtain information from an online state government database. The newspaper’s editor and lawyer said no law was violated and that the reporter accessed the government record only for research purposes allowed under the law. In short, journalism is not a crime.

            On Sunday, The New York Times published a broader story about tension between some Marion residents and the Marion County Record because of what they perceive to be unnecessary and overly aggressive news coverage by the hometown newspaper. A quote from the Times story: “’The role should of course be positive about everything that is going on in Marion, and not stir things up and look at the negative side of things,” said Mitch Carlson, who co-owns the local grocery store.”

            Marion County Record editor Eric Meyer responded that he believes the newspaper’s watchdog reporting ultimately makes the community better. As the Times reported, not everyone in Marion agrees with Meyer.

            Besides First Amendment and free press debates, the Kansas story raises another important question. How does a community newspaper strike a proper balance in the way it covers the community and what it publishes on the printed pages and online? What is the happy medium?

            There is a distinction between civic boosterism and watchdog reporting, and there is a place for both in a good community newspaper. Reporting aggressively about local government and asking tough questions of those in authority do not disqualify a newspaper from also amplifying hometown civic pride and running stories and photos that end up on refrigerator doors and in family scrapbooks.

            Journalism school teaches you how to gather and report news accurately and fairly. Knowing how to cover the difficult stories that may irritate your subscribers and fellow residents is no easy task. Especially when those mad at you are your neighbors and friends you see on the street every day.

            The story out of Kansas may not be over. Regardless, it is a good lesson about the role newspapers play in their communities and why it should never be taken for granted by those who run them and by those who read them.

            There is no exact science or playbook to follow when putting together a good, solid newspaper that keeps a community informed. It’s more of an artform than anything. It comes with having a good ear to the ground and a keen sense of the community’s pulse. Again, no easy task.

            An adage says you are not doing your job as an editor if something you wrote doesn’t make someone mad. The same can be said about writing a story that makes someone smile.

            There is room for both in the newspaper.

            It was a hard loss of 0-40 for the Blue Dragons last Saturday against Chester, but it was a learning experience for the team. Head Coach Jerry Weiland said he expected a tough fight against Chester going in.

            “The Chester Flyer team returned many of the key players from last year,” he said.  “We came in knowing they would be a good match for us.  We knew we could complete if we did our job. One of the two seniors summarized it as, ‘we just didn’t finish the play.’”

            “We had two opportunities to intercept their pass and came up short,” Weiland said. “We did recover a fumble early in the second half.  Our line play was all over the board.  One play we would dominate the Chester defense and the next play we would see linemen standing up and not blocking. The running back did a decent job overall.”

            Weiland said he and the team are already working on what they’ll do this coming Friday, and that it wasn’t all doom and gloom, as he saw pleanty of things he liked out there.

            “Some things we will concentrate on practice is getting more production out of our fullback and working on keeping our halfbacks tight on those inside plays,” he said. “We threw the ball well.  One dropped pass and one interception where they had the perfect defense called against the play we ran.  All in all, we played much better than the 0-40 score showed.  We had 2 extensive drives that ended early due to players not running the plays and doing their job.”

            “At the end of the day what does that mean for Garretson football for Parents night this coming Friday versus a physical Viborg-Hurley team? Attention to detail – football is a game of inches and we need to make sure we take every inch because Viborg-Hurley will not give any inches to us.  They are a well-coached team that is fundamentally sound.”

            “Key takeaways from the weeks of practice and the first game are: First, it is a team sport and growing the team unity is making us better.  Second, we MUST do our job on every play. Third, we are getting better every game and need to stay the course in order to get to the way we want to play.”

            Usually Coach Weiland, aside from our weekly update, hits us with a nice fat block of stats, but this week, technology is nobody’s friend and the stats of Saturday’s game were unavailable by press time because of a software glitch. The Blue Dragons play Viborg-Hurley at 7 p.m. at the newly renovated Garretson Athletic Complex on Friday, Aug. 22nd. The Blue Dragon Booster Club will be hosting a tailgate supper starting at 5:30 at the complex.

GHS Volleyball spikes its way into 2023 season

UPDATE 8/24/23: The Lady Dragons won in three sets on Tuesday, August 22 in the first game of their season.

            The Garretson Lady Dragon volleyball team leaped into action on Tuesday with the first competition of the season on the home court, facing off with Tri-Valley.

            While results weren't available as of press time, the team is heading into the season with seniors Kaylin Koch, Sydney Olson, Bryn Swatek, and Collena Thomas leading the charge. Taking the wheel from Dennis Northrup as Head Coach is Lauren Stoterau, accompanied by Jill Whalen as Assistant Coach.

            Northrup retired last season after accomplishing a state tournament visit for the first time since 1998 and a Big East Conference win for the first time since the conference was developed, which leaves big shoes for both coaches and team.

            However, the team is stacked with veterans. The seniors are joined by eight juniors and one sophomore, most of whom are returning from last year's varsity team.

            The Lady Dragons will head to Beresford tonight (Thursday) to take on the Watchdogs, and will participate in the Canton Tournament this weekend with the Baltic Bulldogs, Lennox Orioles, Vermillion Tanagers, and three schools from Iowa- West Lyon, West Monona, and West Sioux. After a short break, they'll again face off with the Bulldogs in the Dragon's Den next Thursday.

            Cross Country kicks off this week as GHS harriers head to the Beresford Invite at The Bridges Golf Course in Beresford.

            "We do not return a varsity runner from last season but the kids have been working hard and are way ahead of where they were last season," said Head Coach Jason Bohl.

            Headed by juniors Noah Schotzko and Eliza Potter, along with returning veterans Nate Roberts, Sebastian DeYoung, Talon Miller, and Emma Hanson, the team joins newcomer Lucas Ludwig to take on harriers from across the area.

            "We lost All Stater, Preston Bohl, to graduation but are excited about the kids that are here and willing to put in the work that cross country requires," Bohl continued. "We open the season this Friday at Beresford and follow that up with a meet at Salem on Tuesday."

            Bohl knows that it's the work the harriers put in outside of the course that gets the results, and he intends to encourage the athletes to continue putting in the miles to improve.

            He pointed out, "Our goal for the year is to keep working hard and proving as we move forward."

            After competing in Beresford, the team will have Parents Night this Friday during the football game with Viborg-Hurley. The Jesse James Cross Country Invite will be held at River Ridge Golf Course on Tuesday, September 5 beginning at 4:00 p.m.

Dragons fall to the Titans in first home game

            Blue Dragon soccer stayed on the home turf and competed against the Tea Titans late Saturday morning, despite a blazing hot sun and lack of a breeze.

            While the Dragons put in a solid effort against a powerhouse team, the Titans played hardball and did their best to keep the ball on their side of the field. They went into the half at 0-5 in favor of the Titans, as they managed to slip a few balls past goalie Cortney Rogich.

            Despite a difficult time on the offense, the Blue Dragons banded together and kept a solid play on the defense. In the second half of the game, they kept the Titans down to a single point and gathered a point of their own, leaving the score at 1-6.

            Due to excessive heat, the game with Huron that was scheduled for Tuesday was postponed to a later date (yet to be scheduled). As of press time, the Dragons are slated to take on the Sioux Falls Christian Chargers tonight (Thursday) at 6:00 p.m. in Garretson.

County commissioners deal with a variety of property issues at most recent meeting

            SIOUX FALLS – At this week’s Minnehaha County Commission meeting, commissioners dealt with several matters relating to property and businesses on those properties.

            The first item of this type was to again declare the property owned by Kim and Victoria Halverson at 26345 463rd Ave. a public nuisance.

            This property had been declared a nuisance in 2021 for burned down buildings and “loads” of HVAC equipment, according to a memo from the planning department.

            Once again, a complaint came into the county about a number of old air conditioning units on the premises.

            After investigation, Planner Kevin Hoekman also said they found a “tipped over trailer.”

            He added that much of the junk on the property had been brought in since the owners were notified of the problem in the summer of 2022.

            In addition, Hoekman said the property owner had been contacted twice, but hadn’t responded to either notice.

            At the meeting, owner Kim Halverson spoke about the problem and explained, as part of his business, he installed new air conditioning systems and removed non-working units.

            And those were the units on his property. After removing the units he went on to say, he would drain any oil and refrigerant before disposing of them.

            But Commissioner Jen Blyenberg jumped on this information when she asked Hoekman if operating an HVAC business was a permitted use for Halverson’s property.

            Hoekman explained it wasn’t, as the land was zoned A1 agricultural which prohibited the operation of a non-ag related business.

            With that, and the previous violation, Commissioner Dean Karsky made the motion to declare the property a public nuisance, but he added that any clean up could not start until after Sept. 25, giving Halverson more than a month to get the property in order and avoid the county contracting a service to come in and charge him for the clean-up work.

            Karsky’s motion passed unanimously.

More property action

            County Planning director Scott Anderson asked commissioners to approve a resolution “authorizing the commencement of a civil action” against Scott Childress for a use of his property at 47644 Slip Up Creek Road in rural Sioux Falls in violation of the joint county/city zoning ordinance.

            According to Anderson, several complaints had been received on the property, which was being used in non-conforming manner with its A1Ag zoning.

            The resolution stated that Childress had applied for a conditional use permit for the property, but he was denied by the planning commission on Jan. 23, and he never appealed the matter to the county commission.

            The resolution passed on a 5-0 vote by the commissioners and calls for “Mr. Childress to immediately cease, correct and abate the use of the property in violation of the joint ordinance.”

Show cause

            While the county awarded a medical cannabis license to Genesis Farms LLC. in December 2021 (and the license was officially issued in March 2022), commissioners voted unanimously for Deputy State’s Attorney Eric Bogue to issue a “show cause” order for Genesis because it has never operated a dispensary using this license.

            When it was issued, the business was supposed to start operating within 60 days; however, the county had not enforced that timeline until now, 521 days later.

            A public hearing for the show cause order will be heard on Tuesday Sept. 26 at 9 a.m., as to why the license should not be found inactive and thus revoked.

Tax deeds

            Minnehaha County Treasurer Kris Swanson and Deputy Auditor Susan Beaman briefed the commission on a potential tax deed sale for 10 properties delinquent in paying property taxes for more than four years.

            The way the law works, when people don’t pay property taxes, the county can seize that property for the taxes owed.

            In Minnehaha County, the practice is to wait until taxes are four years in arrears before seizing the property.

            Beaman told commissioners that at the next meeting on Sept. 5 she would give them a list of the properties on the sale.

            That list would then go to the county appraisal board for the values to be determined prior to a sheriff’s sale being held.

            Swanson said all property owners had been served notice, and she was still hoping some of them would pay what was owed before any sale.

            The next meeting will be on Tuesday, Sept. 5, in the third-floor meeting room of the Minnehaha County Administration Building at 6th and Minnesota in Sioux Falls.

Obituary: Duane J. Sakry, age 74

Duane Sakry

Duane J. Sakry, age 74, of Dell Rapids, passed away on Tuesday, August 15, 2023, at Dougherty Hospice House in Sioux Falls. A memorial gathering with time to greet the family will be held from 1-3:00 PM Saturday, August 19, 2023, at the Minnehaha Funeral Home, Dell Rapids. Private family interment will follow at the Dell Rapids Cemetery.

Duane was born to George and Marjorie (Bonte) Sakry in Luverne, Minnesota on June 19, 1949. He was raised on a farm east of Sherman, South Dakota. He attended Jasper High School and graduated in 1967. After high school, he joined I.B.E.W. Local 55 and was a proud member for 55 years in line construction. He met Sandra Bortnem and her two children, Stacy and Kelly. Sandra and Duane were joined in marriage in 1984. To this union a daughter, Laura, was born. They then settled in Dell Rapids and raised their family. Duane was well known for his love of all sports…except golf. He enjoyed people stopping by at his ESCS (east side coffee ship) for good conversation and a cold one.

He is lovingly remembered by his wife, Sandra, Dell Rapids, SD; three children: Laura (Andrey) Grib, Trent, SD, Stacy Franka, Dell Rapids, and Kelly (Angie) Schomacker, Rapid City, SD; 13 grandchildren; six great grandchildren, and three more great grandchildren on the way. Along with his siblings, Gary Sakry, Joyce (Greg) Renneberg, James (Janice) Sakry, and Paul (Lynn) Sakry; and many loving nieces, nephews, family members and friends. Duane was preceded in death by his parents, George and Marjorie; grandparents on both sides, a great niece Ariel Sakry, and a special friend, Dean Fallgater.

EQUIPMENT PURCHASE

            Upon request of Steve Groen, Highway Superintendent, MOTION by Beninga, seconded by Kippley, to authorize the Highway Department to purchase a new Toro Dingo TX 525 Wide Track diesel Compact Utility Loader and attachments under the Sourcewell Procurement Contract #031121 in the amount of $33,828.96. 4 ayes.

STIPULATION AGREEMENT

            Chris Lilla, Director of Equalization, presented a stipulation agreement for parcels 11785, 11786, 11998, and 94030 owed by Marion Community MHP, LLC. This is a stipulation and agreement to establish the 2023 assessment value of these four parcels in the amount of $13,670,000 for the payable 2024 property taxes. Marion Community MHP, LLC, filed an appeal with the Circuit Court challenging the assessment value of the properties established by the County Board of Equalization. The Director of Equalization has reviewed the collective value of these properties and conclude that the value of all parcels should be established at $13,670,000. Marion Community MHP, LLC, agrees with this valuation and has signed the stipulation agreement. Upon Commission approval, the stipulation would be forwarded to the Circuit Court for entry of an Order approving the value and dismissing the appeal. MOTION by Karsky, seconded by Beninga, to approve the Stipulation Agreement between Marion Community MHP, LLC and Minnehaha County Board of Equalization. By roll call vote: 4 ayes.

PRELIMINARY PLAN

            Kevin Hoekman, Planner, provided a briefing regarding the preliminary subdivision plan for Harr's Addition. The landowner of the subject properties involved in the subdivision is White Buffalo Ridge LLC. The preliminary plan is for a light industrial development near the interstate Exit 390 east of Hartford. The industrial park where the subdivision is located is south of SD Highway 38, and it is quickly developing with new businesses and buildings. This preliminary plan proposes subdiving two undeveloped tracts of land into twelve lots approximately 1 to 1.75 acres in size. The applicant has provided all the required information for a Preliminary Subdivision Plan, including detailed topographic information, typical cross section for road construction, and a grading and drainage plan to largely maintain the current topography of the site.  The entire subdivision will utilize on-site wastewater disposal systems and will connect to Minnehaha Community Water. Industrial on-site wastewater disposal systems will require engineering and state DANR approval prior to obtaining county septic permits. Access to ten of the lots within Tract 3 will be from a proposed cul-de-sac. The cul-de-sac is longer than the recommended 500 feet, but development of the property without full street access onto the state highway would be difficult without a cul-de-sac. The two lots subdivided out of Tract 5 will be accessed by a mutual access easement. The Minnehaha County Planning Commission reviewed the preliminary plan on July 24, 2023, and unanimously recommended approval. MOTION by Karsky, seconded by Kippley, to approve Preliminary Plan #23-01 for Harr's Addition located in Section 31-T102N-R50W. 4 ayes.

ZONING APPEAL

            Mason Steffen, Planner, gave a briefing on an appeal of a decision by the Minnehaha County Planning Commission to approve Conditional Use Permit #23-14 to allow a Rubble Dump (Tree Grinding Operation) on the property legally described as the NW1/4 (Ex. R-1 & Ex. S1/2 NW1/4 & Ex. E 17' W50') Section 35-T101N-R51W. The subject property is located approximately 4 miles west of Sioux Falls, at the intersection of 267th Street & 464th Avenue. The property for this request is to operate a tree grinding operation as a rubble dump site. The conditional use request states the site would be used to collect trees, tree branches, dimensional lumber, and other non-treated wood from the public in order to grind the wood and move to an off-site location. The appeal letters were signed by multiple land owners within the general area of this request within Wall Lake Township. The basis for the appeal is an increase in noise and air pollution in the area along with concerns regarding an increase in traffic. The conditional use permit was unanimously approved by the Planning Commission during the April 24, 2023, meeting. This item was originally heard by the Board of Commissioners at their meeting on May 16, 2023, where the petitioner asked for deferral of the action to allow for resolving of an access issue with the City of Sioux Falls. In early July, planning staff was informed that the City of Sioux Falls would not be providing access to the site via 464th Avenue, and therefore the petitioner has submitted a withdrawal letter to planning staff. No Commission action is needed due to the withdrawal of the Conditional Use Permit. Public comment was received from Grant Edgecomb, Dan Brandt, Diane Runge, Chet Hofer, and Wanda Scott.

•          Natural Gas Reports -   Swanson presented gas prices at $1.08 per ccf. No discussion. Council member Hoskins motioned to approve Natural Gas prices as presented, Brown 2nd. 6 ayes, 0 nays.  Motion passed.

•          Finance – Dreckman presented balances for all city finances.

•          Streets/Maintenance – Nussbaum advised all summer projects are complete aside from seeding on Dows.

•          Community Pool – Fueston advised 156 pass holders, open 68 days this season, closed 4 due to weather, average of 73 people daily, total of 5003 people attended this season. 2 water rescues and 5 incident reports, 2 of them being the water rescues.

•          Code Enforcement – no update.

•          Minnehaha County Sheriff - Bosmen gave report update to council and advised of quarterly reports at regular meetings going forward. Council discussion on dropping contracted hours.

•          Park Board – Schleuter advised council on park board being awarded $4,000.00 from the Alliance Keep The Change Grant. Requested permission to purchase cozy dome for Jaycee’s playground. Dreckman advised funds available from $10,000.00 allocated to park board and they could purchase the piece of equipment.

Ordinances & Resolutions

•          Ordinance NO. 691-2024 Appropriations – Dreckman presented amended appropriations with property tax allocations from Minnehaha County Auditor. Council discussion ensued around dropping contracted sheriff hours by 30%. Bonte motioned to drop contracted hours by 30%, Godbey 2nd the motion, followed by 2 ayes (Bonte, Godbey) and 4 nays (Hoskins, Brown, Rotert, Franka) motion did not pass. Beaner recommended allocating $1,600.00 to Garretson Commercial Club as city now has Economic Development to handle advertising. Rotert motioned to change Garretson Commercial Club subsidy to $1,600.00, Franka 2nd the motion. Brown sustained from vote as a conflict of interest. 4 ayes, 1 nay. Motion passed.

•          Resolution 2023-14 – Capital Outlay Transfer – 5th Street Bridge Restoration – Dreckman requesting to transfer $100,000.00 from Capital Outlay Fund to General Fund to cover 5th Street Bridge Restoration expenses. The city has been setting aside $30,000 for the past several years expecting the bridge project. Godbey motioned to allow transfer, Roter 2nd the motion. 6 ayes, 0 nays. Motion passed.

•          Lift Station in Industrial Park – Update on Pricing – Martin advised council on pricing as requested and stated Mader needs water installation as well and discussed the need for stormwater detention requirements.             Administration provided the Board with five administrative reports:

            a.         Inservice Report - Superintendent Johnson informed the Board that new staff would be in house on Thursday, August 17th for in-service, with the entire staff joining on Friday, August 18th. He added that on Friday the 18th part of the agenda would include regulatory items, meetings with principals, and a health review with nurse Betsy Howe. Superintendent Johnson told the Board that in-service on Monday the 21st would consist of small group meetings with the school psychologist, Beth Prasek, and meetings to go over NWEA/MAP testing. Lastly, he added that a group called Lost & Found would be giving the staff a presentation on mental health at the August 22nd in-service.

            b.         Superintendent’s Report - Superintendent Johnson made the Board aware that the project at the sports complex is nearing completion, with the track still needing to be painted and a few other small items to be finished. He informed the Board that multiple administrators and Board Member Compton attended the ASBSD/SASD Convention, and that the keynote speaker and many of the breakout sessions were very informative, which included topics such as artificial intelligence, social media, and parent’s rights. Superintendent Johnson added that all fall sports are underway, which started with soccer practice on July 31st. He then reminded the Board that a board training would be held in the library on August 29th at 6:00 p.m. Lastly, he informed the Board that the 1003 funds application was approved.

            c.         Prairie Lakes Educational Cooperative - Board Member Gloe mentioned to the Board that the only meaningful discussion at the most recent Prairie Lakes meeting was whether to keep being audited on an annual basis, or switch to every other year to save some money. No decision was made at the time.

            d.         Elementary Principal/Curriculum Director’s Report - Principal Hoekman discussed her takeaways from the ASBSD/SASD Convention. She then went over her August schedule with the Board, including kindergarten meetings, meetings with the new elementary staff, in-service, open house (Aug. 21), and the first day of school (Aug. 23) and preschool (Aug. 28). Principal Hoekman added that Kindergarten, 1st, and 2nd grade staff met for training for the new ELA Curriculum. Lastly, she mentioned she would be meeting with some high school and middle school staff to begin defining curriculum needs for next year and that she was in the process of beginning to define the needs to implement the new social studies standards.

            e.         MS/HS Principal’s Report - Principal McGregor informed the Board that his present focus was preparing for in-service and open house, along with teacher orientation, schedules for new students, first week student assemblies, homecoming, and Garretson Academy courses. Next, he made the Board aware that Alysha Kientopf was awarded the 2023 NAAE Region III Outstanding Early Career Teacher Award and Scholarship. Principal McGregor added that she was invited to attend the NAAE National Conference in November to receive her award, and that she was also elected as the District 7 Chairperson for the SDAAE. Lastly, he informed the Board that the district would have one foreign exchange student from Spain this year.

            Action 24-019: Motion by Gloe, second by Hulscher, to go into executive session, pursuant to SDCL 1-25-2, subsection 1: A Personnel Matter. Motion carried. The Board entered executive session at 6:50 p.m.

            President Nordstrom declared the Board out of executive session at 7:35 p.m.

            Action 24-020: Motion by Gloe, second by Hulscher, to adjourn at 7:36 p.m. Motion carried.

MINUTES OF THE MINNEHAHA COUNTY BUILDING COMMITTEE

            THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 AM on August 15, 2023, pursuant to adjournment on April 4, 2023. COMMITTEE MEMBERS PRESENT WERE: Commissioners Bender, Beninga, and Karksy; Facilities Director Kriens, and Commission Administrative Officer Greco. Commissioner Bleyenberg was absent. Also present were Kym Christiansen, Commission Recorder, and Eric Bogue, Chief Civil Deputy State's Attorney.

            Commissioner Bender called the meeting to order.

            MOTION by Beninga, seconded by Karsky, to approve the meeting minutes from April 4, 2023. 5 ayes.

            Auditor Anderson arrived at 7:32 a.m.

JUVENILE JUSTICE

CENTER UPDATE

            Tyler Klatt, Assistant Commission Administrative Officer, provided an update on the Juvenile Justice Center. In February 2023, the Commission approved a bond of $50M for the design and construction of the new Juvenile Justice Center.  Since then, the design team made up of representatives from UJS Staff, JDC Staff, Commission Office, Facilities, IT, Architecture Incorporated, HDR, Henry Carlson, and Tegra have been working through the schematic design and design development process. The schematic design phase is complete and design development is ongoing. During the schematic design process, the team identified adjacencies and key building relationships while the design development process will focus on specific building systems, materials, and design. The update also included various design renderings along with the project timeline. A budget overview was also presented that highlighted the cost based on the schematic design cost model or the conceptual cost model.

ELECTION STORAGE SPACE

            Leah Anderson, Auditor, presented a briefing regarding the election storage space. The election storage room on the first floor of the Administration building is home to various types of election equipment as well as the County mailroom. Once the Department of Legislative Audit staff have completed their work here, there will not be a need for flex office space for the rest of the year and in 2024. The moving of the mailroom will free-up much-needed room to not only store the election equipment as well as providing adequate work-space for inventory and programming. The flex office space would serve as a suitable mail room given its size. The two back offices in the room would be utilized to store frequently-used election equipment, which would reduce the need to constantly access the north vault and provide more organized storage space.
